Lisa, I believe the primary reason is fear! Fear of losing their nice, prestigious seats in Congress. Also, the promise of a big payday when they finally leave Congress. They are staring at two realities. Trump will certainly have them primaried if they oppose him. If the MAGAs think Trump has been betrayed, they may/will fail to vote or leave the Republican Party altogether assuring a loss. Doing the right thing is a decision many Republicans refuse to make. Their oath of office is just a scrap of paper.

My grandfather said there are basically2 broad categories of human beings: givers and takers. Givers think other people are just as important and valuable as themselves. They're interested in public service, giving back, building people up and building their communities and Nation up.
